The only time they generally don't replace a deleted item is if it has to do with an exploit. And if what you deleted was account-bound you will get an account-bound version in return (some players try to both unlock a legendary and sell it by deleting the account-bound legendary and asking for one that isn't in return).

My brother is having this exact same issue, two weeks later. Kind of ridiculous that the page is still broken. I even attempted to reset for him on my pc and have the same issue.
Okay thank you, i had sent attachments showing my gw2efficiency account proving that the achievements were done and that the items themselves are no longer within it. I had hoped this was enough alongside the fact both the Experimental and Refined skins were in my wardrobe but apparantly that was not sufficient for them.
